Can coastal rust and tea-staining actually be removed?
In most cases yes. Surface tea-staining and rust are usually on the surface, so they clean off and the metal underneath is generally sound. The key is removing them without further damaging the surface, then restoring protection so they don't return. Deep, long-neglected corrosion is harder and sometimes can't be fully reversed, which is why treating it early matters.
Why does my stainless steel have orange staining?
That's tea-staining. Salt breaks down the protective layer on stainless near the coast, letting it corrode and stain even though it never would inland. It's removed and the surface re-passivated to restore its resistance. Marine-grade 316 holds up better than standard 304, but both need maintenance on the coast.
Does stainless steel rust on the WA coast? The honest answer

It will if the salt that caused it keeps accumulating. That's why proper corrosion protection isn't just treating the rust.
